This car, on First Ave. at E. 18th St., was ticketed on June 3, according to the summons on its windshield. But — much to the chagrin of the photographer, Jim Whalen, and very likely his fellow Stuyvesant Town residents — it’s still there, more than a month later. “It’s untouched and unmoved despite all the July 4th heightened security,” Whalen said, incredulously, “despite thousands of law enforcement personnel along First Ave. for the fireworks. It now has two flat tires.”
