To the City, Air crows that it is all about the little guy who is just trying to make ends meet, and that Air desperately wants to pay some 21 million in hotel taxes is already owes. To its investors, Air claims to be the largest "hotel" in the world. Hotels in NYC and NYS follow the law. Air claims it does not have to because it isn't a hotel!
Having an illegal hotel in a residential building is misery for legit tenants. Air and the like are Merchants of Misery.
